roses didn\'t bloom

I work at the Library in American Falls Idaho. Last winter was long and terrible. We had 72 rose bushes. cut most of them down to the ground because they look dead. All but 3 survived. But three bushes never had blooms on them. I fertilized all of them with 202020. Did they get cut down past their graft or something?
