Cant grow Puntarelle Cioria

HELP! No matter how I try, I can not grow Puntarelle Cioria which is also called catalogna. I have tried seeding in March, April, Sept.and October. It just doesnt work. I once got just leaves like regular chicory but NO core. Thats what this type of chicory is all about. Any advice? Im in Zone 7, NY
