A poor photo unfortunately with a cel phone. It appeared on a table where I was eating lunch at a shopping center in an urban area.
Tiny Fly or?
This is a fly in the family Psychodidae; they go by a variety of common names - here in the US, they most commonly are called moth flies or drain flies. See https://en.wikipedia.org/wiki/Psychodidae for details.
