What might this be?
Patterned Fly
It's in the family Tabanidae (horse flies/deer flies). Patterned wings like this specimen are more typical of deer flies, but its overall appearance looks more like that of a horse fly to me. Deer flies typically are smaller (body length ~10mm or less), but there are some small horse flies as well. Unfortunately, I cannot see all the characters necessary to key it out to genus.
