It's a parasitoid wasp, either in the family Braconidae or Ichneumonidae. I cannot see the wing vein configuration that would distinguish between them in your image - see https://s3-us-west-2.amazonaws.com/treefruit.wsu.edu/wp-content/uploads/2017/03/OPM_ICHf1.jpg
