Mulch over new ivy

We had new ivy planted in November. In January another landscaper put 2" of mulch over it when installing the edging. My husband says the new ivy will poke through but I am worried the lack of light will kill it. Who is right?

Obviously you hired an ignorant yard worker, not a true landscaper, which is common. Ivy is extremely vigorous so will survive challenges better than most plants. However, depriving it of photosynthesis is unfair. Can you think of another plant you have that would want to challenge by piling mulch (or soil) over its top? Further, they would have a better chance if mulch piled on established plants with healthy root systems, not ones newly planted. I guess a few might survive but most if not all will die. BTW, if mulch is 2" above the plants then that's another goof. Mulch should be 2" deep (max 3") on the soil.
