was not sure what this "jelly" is on a few branches...larvae? disease? thanks

ZilyZily thanks so much that's what is its...on a few branches. I see poor drainage is an issue. Well 6b in New Jersey has been the Amazon this summer and fall with record rainfall, deluges and soaked ground
