I see this in the garden. Once I saw it underneath a tile where there was a gap. What insect could be laying them? The one in this picture is on the window frame.

Difficult to say for certain - Some bugs in the family Coreidae will lay their eggs in such a pattern, but that would be an unusual location for them to choose. You may just have to wait and see what (if anything) hatches from them.
I enlarged the image and saw they have all hatched.
I checked and got a clue that they may be of some Leaf footed bug that I have seen on nearby plants. Have to search for them and images I had taken earlier. Have seen some green ones, some brown.
