I tried to get as close as possible with my Nikon. It is not zoomed but cropped. They have wings and jump and hang out under the pot and in the dirt. Not on the leaf.
The picture with the dime is a size reference.

These appear to be springtails, primitive arthropods in the order Collembola, closely related to true insects, They lack wings, so if you saw something fly, it would have been something else, such as a fungus gnat.

I think you're correct! They jump. The elongated springtail is the culprit. I poured some garden sulfur on them and I'll see what that does.
