I have read that to encourage new growth I should cut the ivy about 1/2 inch above a bud or leaf. But what if the ivy already has a bud at the end that has started growing? Should I still cut the ivy, or just leave it be? I have bare areas I want to get the ivy to cover.

Is this English Ivy? If so, you shouldn't have to worry other than keeping it in check.
The old adage about perennials on this one is true - first year it weeps, second year it creeps, third year it LEAPS! After about four years we were out there with hoes and gloves pulling out all we could find.
I know this, but could you answer the question I had. Yes - it is English ivy. I don't want to control its growth. I want it to grow more - it is old ivy.
Try both methods and report back to us.
