Is this cosmos considered leggy?

Sorry, I'm new to gardening, Is this cosmos leggy? In just 3 days, the middle and far one are around 2 inches in height already, the soil line is 5 inches away from the LED grow lights

Hi chris,

It looks "leggy" to me, in that it is very thin and spindly and stretching for light. This brings into question the suitability of your LED grow lights.
