It's a female cellar spider (family Pholcidae) in the genus Pholcus carrying her eggs. See https://upload.wikimedia.org/wikipedia/commons/1/1c/Pholcus_phalangioides_eggs.jpeg for an example. They often prey on other spiders, and are harmless to humans.
