I’ve seen a couple of these in my garden. Does anyone know what it is?

It's a fly, but the image is not clear enough for a confident identification. Did it move at all? Looks like it might be diseased.

No it didn't move. I knocked it off of the tomato leaf and I'm pretty sure it was dead.

It looked like it had been attacked by a fungus, which altered its appearance.
