The leaves on my young cosmo plants are curling! I have not seen many leaf hoppers or aphids but I have been treating with neem oil to be safe. Has anyone seen this before?

It's probably a nutrient deficiency. But, regards to that "safe" thing, Neem Oil has been outlawed in the United Kingdom.

It seems that the chemical azadirachtin that Neem oil contains is a hazard. That is ironic, considering that Organic Gardeners eschew the use of "chemicals".
