When to Harvest 45-days Cabbage?

I planted these cabbages sometime in April, I think. They grew pretty well, though not within 45 days. They are quite big and leafy, but head formations are very small. We are in June, temperatures have risen pretty high. So the leaves are now drying. But heads a still pretty small. How do I know when to harvest these cabbages? Should I remove them now?
