I just noticed these clusters on the branches of one of our maple trees. They are not on the leaves, just the small branches. I can't tell if these are some kind of insect or a disease of the tree.

Looks like scale insects feeding on sap from the twig.

Look up Lecanium scale insects - a complex of species that affect a number of shade trees, fruit trees, shrubs, and other ornamentals.
