Seen in a back yard in Lansdale PA, north of Philadelphia. These two pictures were sent to me for ID.
The second image has a dime, for scale.

It's a young nymph of a spotted lanternfly (Lycorma delicatula), an introduced invasive species - see https://extension.psu.edu/have-you-seen-a-spotted-lanternfly
