I planted two snapdragons in well-drained, fertile soil about a month ago. When I got them from the garden center, they had several tall spikes of closed up buds, which I had expected would have opened and bloomed by now.
The buds on the spikes are still tightly closed. At this point, I'm not sure if they'll ever open and bloom. Should I clip off these spikes and let the plants grow new ones?
The foliage is nice and green and perked up. These snaps aren't wilted.

Sorry Flowermaiden but perhaps no one who has read your question knows what to say. I sure do not. It would help if we could see the plants.
Are they from a 6 cell pack, small plants? Or large in a gallon can? Were they root bound? Did you replant them into good garden soil or into bigger pots? If root bound, did you know to separate the roots some so they would grow down into the soil and not just round and round?
Knowing nothing about them, I would think that perhaps the plants are concentrating on growing roots not flowers at this point.
When I buy new annuals. I only buy ones that are not budding. I check their roots, If they are root bound you are starting behind for the growth could be stunted. If budding too young, you probably will not get a long season with them.
If the plant looks healthy, chances are once the plant feels better after being disrupted and somewhat shocked by replanting, the buds will start growing again.
I personally would not have bought them budded unless they were gallon pots. I would cut them back and let them bush out before I let them flower.
I do want to tell you that people here are fellow gardeners who volunteer sharing their knowledge. I can not tell you how any times I have spent my time writing out a long post trying to help a total stranger. Most times I do not even get a thank you. I was taken aback by your complaining like it is an obligation for someone to answer you.
