Every year around summer time, this insect infests usually basil plant leaves, but this time I notice a lot of them on the leaves of barleria plants making green into yellowing. These sit on top of the leaves and move beneath slowly. They fly, but appear to be lazy. Which is this?

Thank you yet again Flap....
Tried spraying neem oil - diluted... but it did not seem to help. Sunday night's heavy shower. This morning I check.. there were not many at all!
