This is white and almost looks like a piece of tissue. I never see it move - it just appears. The black on top is how it hangs. You can't see the 'legs' because it is so small. The photo is cropped
CLOSED: identify insect that hangs on my wall
This most likely is a household casebearer (sometimes also called a plaster bagworm), Phereoeca uterella. It is in the same family (Tineidae) as clothes moths, but they seldom cause any real damage. See http://entnemdept.ufl.edu/creatures/urban/occas/household_casebearer.htm
