Giant Leaf Milkweed - Pest or Fungus?

I have a beautiful giant leaf milkweed and it has brown spots! Whatever it is is killing the leaves. On the already yellow leaves, the spots brush off some - like a powder. On the green leaves, the spots seem to be embedded. I don’t know what to do.
