Apparently I did not post properly. Could anyone identify the white "stuff" in the photo. I was told it is white mold. Is that correct? If so how do I get rid of it? Once the solution is applied will it come back?

I would also give more information on what we are seeing here. It appears to be between sheet-rock (a ceiling?) and some joists? Is it moist? Wet? Was there insulation there at one time? Is it broken down Styrofoam insulation?
