I often see these very tiny, but oh so cute, bugs. Are they flies, wasps, bees? I have no idea.

It's a hover/flower fly in the family Syrphidae. Many species are good bee/wasp mimics.
Thank you Flapdoodle! They are not unlike helicopters in how they can hover. Lovely little creature.
