I've never seen this type of growth on this juniper before (I think that's a juniper). Is that normal, or is it doing something unusual? Also, there is a Japanese Juniper growing right next to this guy. Any thoughts?

I am no expert on evergreens but are you sure there is not another bush growing up thru that one? See if you can trace the new growth down into the bush to see where it is coming from..
I checked really carefully. It's definitely attached to the big juniper. Not only that, but there are 2 other examples of this sort of growth on it.
Probably a dwarf reverting to its former self. Kind of like variegated plants often revert so a person has to keep the green cut out.
