are these apple midges? and will neem or captain jacks dead bug be the best to control them ?

These do not look like apple (leaf curl) midge larvae. Are they feeding on the surface of the leaves or within the leaf tissue? If the latter, Neem or an insecticidal soap may work. If they are within the leaf tissue, bout all you can do is to pick off and destroy the infested leaves.
