Can anyone narrow down my search for the creators of these? They are on pine needles, each has a large exit hole at one end, and they are surrounded by spatters of black frass.
CLOSED: cluster of white wooly cocoons or eggs
They are near and in a house in montane Colorado. They seem to be always associated with pine needles.
These look like cocoons made by the larvae of a braconid wasp after they leave the body of their host.
