Bit my neighbor. Her brother is in the navy so she's wondering if he brought it from somewhere else. We live in Vancouver Wa and have never seen any bugs like this here. It has red eyes and some type of fang-like mouth.

Bug identification
Cannot be certain because of the out-of-focus image, but might be a long-horned wood-boring beetle (family Cerambycidae). Some of these have jaws strong enough to draw blood.
