I have a bunch of these tiny black bugs that I find all over my bathroom floor every summer.

I would estimate seeing (and cleaning up) 20 or so a day. This home was constructed 2 years ago, and this happened both summers so far. It was worse last year but is still a nuisance this year.
Can someone help identify them and suggest ways to stop them?

I cannot tell for certain from your image, but a likely suspect would be foreign grain beetles, also known as new house beetles or plaster beetles. These are nuisance pests that feed primarily on mold spores, and control measures usually are not necessary - see https://lancaster.unl.edu/pest/resources/newhousebug.shtml.
