My rosebush is covered with these lovely (ugh, NOT!) beetles. Haven't seen them before but I'm assuming they aren't good bugs to have. Any ideas? If it makes a difference, I'm located in Sacramento, Northern California.

It's a leaf beetle (family Chrysomelidae). As the name implies, these beetles all are plant feeders, and some can be quite destructive pests.
