Complete novice PLEASE help !

I was given this poor thing by a close friend & want to bring it back to life...
Can somebody please advise me what it is... is it a cactus or succulent..?
As you can see she was in a pretty bad way when I got her (2/3 weeks ago) but she now seems stronger and doesn't have so many flaky bits on her. I think she was parched, and needed a really good drink. I understand that she needs a good drink but what else can I do to help her..?
Will she flower or grow extra limbs..?
I have no experience at all :(

Its cactus , it needs lots of drainage.
It needs sunlight. Put it in partial shade , morning sun for now. At least 3-4 hours of sun later when it perks up. Has it been repotted? It should perk up after some time. The scratches dont matter. The wilting will remedy itself after some time ( weeks possibly)
