I have lots of foliage but few flowers this summer on my perennials, shrubs and roses.
Could this be due to too much chicken manure?

Too much of anything is not good but I have never thought of chicken manure as being a powerful fertilizer.
If your soil is too high in nitrogen and low in phosphorus (P) and potassium (K) you can get lush green growth and few flowers. I had this problem with bearded iris for a few years. I had the biggest fans but no flowers. I finally got a clue and started using a fertilizer specifically to promote blooms and I finally got blooms.
