Who is this?
A Jumper
A hemipteran in the family Cercopidae; these commonly are known as froghoppers as adults and spittlebugs as nymphs. This one looks like a Zulia sp. - see https://myrockytop.smugmug.com/keyword/Zulia;peru;cercopidae;south%20america/ for an example.
