This is a damselfly, suborder Zygoptera in the order Odonata. Although your specimen resembles some in the genus Argia (see https://www.markeisingbirding.com/index/argia-medullaris-pond-damselfly-sp for an example). there are many species that can have a very similar appearance. I suggest seeing if you can locate a copy of the Colombian Odonata Field Guide (https://www.researchgate.net/publication/256506742_Colombian_Odonata_Field_Guide)
