It's a long-horned wood-boring beetle (family Cerambycidae) in the subfamily Lamiinae. I suspect that it may be in the tribe Colobotheini; see https://apps2.cdfa.ca.gov/publicApps/plant/bycidDB/wthumb.asp?g=Colobothea&w=n for some examples.
