The black flying insects have turned up on mass on the tomato leaves, hanging out on the underside on the leaves. They seem to located along veins, so might be sap sucking.
looking closely they are accompanied by baby green aphids. I'm not sure if they are related or coincidence.

Aphids - aka plant lice...
are they adult aphids? laying eggs?
The ones with wings certainly are adults; winged females lay eggs (in the northern hemisphere that will be the overwintering stage, I'm not sure about your area). Wingless adult females give birth to living young (they basically are born already pregnant).
