My plum tree was covered in these. Some attached to the fruit, others to the leaves.

These are empty pupal 'skins' of a lady bird beetle, likely the Asian multi-colored lady beetle (Harmonia axyridis) - see http://entnemdept.ufl.edu/creatures/beneficial/multicolored_asian_lady_beetle.htm
I couldn't find it in our list of Western Washington beetles. And was wondering why they were all over the fruit I thought ladybugs just ate aphids

The fact that they were on the fruit does not mean that they were eating/harming it in any way. The larvae were there because that's where their prey (aphids, etc.) were, and when they were fully grown they pupated where they were at the time.
