Leek information needed

I'm having an issue growing leeks. They come up but when they are about pencil thin, they go to seed. I've tried breaking the tops off but after researching found out that it doesn't stop the process. They do continue to grow but end up making a bulb underground that looks like an elephant garlic. My question is, are these edible? At least if they are, I'd get something out of my effort. I've searched the internet and can't find anything out about leeks making bulbs rather than stalks.
