My rockroses are dying. I have lost 2 of 6 over the last 12 months and another is on its way out. The leaves get sticky and then they brown and fall off and then the stalks turn brown and dry up. It takes a few months to lose a five foot plant. I have tried spraying with NEEM oil - but it doesn't seem to help. The plants have been in the ground for about 3 years on a hill in clay soil. Here are some photos.

It looks like aphid eggs and cases so there must be aphids you are knocking down with Neem but you are not on top of subsequent hatches. Aphids especially love over-fertilized plants receiving lots of nitrogen. Try alternating Neem with another spray such as insecticidal soap. Spray the ground, not just leaves, as the hatches can be attacking the plants at the root base.

Thank you so much! I really appreciate your response. I couldn't figure out how to find this again after the initial post, but I finally figured it out. Will try the insecticidal soap! I lost another plant - they seem to move from plant to plant - one at a time.
