problem with lemons

I have no idea what is happening to over half of the lemons on my Meyer lemon tree! Any help, here?

Someone at an agricultural site said it was probably due to RATS eating the tops!

Yes, roof rats eat the rinds off of lemons and leave the fruit. They have a zest for life.
