I find these on my balcony pretty often... and I notice them always dropping from the ceiling probably on to the floor tiles and make a sound when they fall... no idea if they fly or not but probably not. I am located in Macedonia, Europe if it helps, thank you!
This is a small scarab beetle (family Scarabaeidae). Many species in this family can fly, and are attracted to lights at night.
