I think this is a wood boring beetle but not sure. I have included what it is doing to my fruit trees, poplar trees, and grape. I have sprayed with 7 but doesn't do the job. Any help appreciated

This is a Japanese beetle, an introduced species that has become a very serious pest in much of the country. See https://www.extension.umn.edu/garden/insects/find/japanese-beetles/ for some control suggestions.
