My neighbor cut back a bunch of scrub oaks, pepper trees and maples. These things were all over the branches of (I believe) the oaks...anyone know what this is? From Florida, zone 9b

You're right, it does look like bottle brush. But I think it's something different... It's growing on the oak trees, like some kind of insect nest or growth?
None of the foliage in your pictures looks like an oak tree. The round growths on the branches are the bottlebrush's old seed pods.
I went back out and looked at the tree it came from, it is a paperbark tree and these are the seeds. https://brisbanetrees.com.au/broad-leaved-paperbark/
