My grafted rose plants which I got from nursery here in India are getting effected with the die in the grafted portion. I already lost one plant in just two days as the infection was severe I guess. Now the other plant seems to be experiencing the same with the symptoms of leaf burn and die back at the grafted portion. I'm attaching the photos of the infected plant. Please kindly suggest any remedies if you have experienced the same in your plants. Also my newbie of vinca isn't growing well. The same problem of leaf burn even though it's just an inch high. It's already been a month since I planted the seed. I wasn't able to take the picture of vinca as the first two leaves are half dried and curled inwards and the new set of true leaves is tiny enough to get covered with the old. I'm from India and it's summers here but it sometimes start raining quite heavily here.

This is a common problem and I do not think you can do much. Make sure you clean your clippers between cuts so you do not spread it. I used to carry a spray bottle with a bleach solution and thoroughly spray my clipper's blades after each cut.
If the rose roots are kept too wet, all sorts of problems ensue including fungus. I would go to a really good nursery that sells roses and ask them about amending your poil and show them your photos. They will be familiar with your heavy rains and local soil conditions.
Your leaves look bad too, way too yellow. If your rose is weakened by poor nutrition, it will easily catch other diseases. You need good draining soil and roses like to be fed. Iron may help.

Don't be discouraged. I would pick a new location and prepare the soil well and try again.
Do I need to cut off the infected black part from the plant? I'm afraid as that is the grafted portion. I did change my old plant's soil, cleaned the roots with a solution of 3% hydrogen peroxide and repotted in another pot but next day the plant's condition was worst. It died in less than 48hrs I guess. So for this plant I'm afraid to take the risk of changing the soil, however, I'm trying with the neem oil+soap+water solution on the infected portion and also sprinkling little on the soil. The infection doesn't seem to be spreading as of now. The pictures were taken at the night time and as it was dark outside I took the plant inside the house. For now, the plant is under shade as it's not well. It was previously under indirect sunlight.

I will improve the soil quality and add some iron as suggested. The leaves in the picture are new, so the color is actually light green but may be because of infection, the tips has turned brown in fact dried. I have used hydrogen peroxide for disinfecting the pruners.
