The spots on this small shrub seem to be coming from the inside the plant. Looking at the backside of the leaf it does not appear to be a visible parasite. The plant is still in a pot but will be transplanted to the garden. Does anyone recognize this problem.

You have tiny white lumps on one of those leaves, something is eating the leaf. Give your plants room for air circulation. If those are white aphids, neem spray and rinse off might help. Or white whatevers ( scale, whitefly, etc)
