This is a nymph of a bug in the family Lygaeidae. Because of the angle from which this image was taken, I cannot be absolutely certain, but it most likely is a pale color morph of a small milkweed bug, - see http://www.austinbug.com/survey/2012/pics/4-19-12lygaeus.jpg for an image. A such, it would not be damaging your potato plants, they may even be feeding on other insects there. In the springtime, when milkweeds are scarce, they may resort to scavenging/predation.
