I found some very light blueish eggs that had already hatched. They were tuck to the base of a bush in my apartment complex, these bushes are everywhere but only 4 bushes in the same area had these egg shells in them. Are they snail eggs?

These look like songbird eggs to me. From their appearance, they may have been forcibly removed from their nest(s) by a predator or a brood parasite such as a cuckoo...
Flapdoodle! Finally an answer! No-one seems to know what the heck they are. They're stuck to the base of a bush, it's so weird. But why would a bird stick them there, of all places??
One other note: The holes were very small where whatever was inside it came out. Thanks, Flapdoodle!!
This gets curiouser and curiouser - My belief that the objects in your first images were songbird eggs stemmed from the idea that if they had been broken (as opposed to hatched), they still would have contained some of their liquid contents that then would have caused them to adhere to whatever surface they contacted after ejection from a nest.
However, the objects in you hand look insect-like, such as pupae that had been infected by a fungus, but I cannot see enough detail to be confident that is the case.
Finally, the objects in your last images, although egg-like in appearance, seem to me to be different from the ones in your initial images. I would not discount their being fungal in nature, as some fungi, especially some of the smaller puffballs, can look very much like eggs (see https://i.ytimg.com/vi/Zv1Uo4CtDow/maxresdefault.jpg for an example). However, they would feel soft or leathery rather than hard like a true eggshell.
Yes these were hard shells, perhaps a tad bit stronger than a chicken eggs shell. And it's really bizarre how these bushes are the only ones in the neighbourhood with these "eggs" on them.
