Young insect found on metal fence.

Saw several of these on the top of a metal fence and did not look like anything id seen before. Any ideas what they are? Perhaps a young stage of a larger insect?

It does look like a nymph, possibly of an insect in the order Hemiptera; but I would need to see a much clearer image before attempting an identification..

Thanks Flapdoodle. Unfortunately after returning to the location they are no longer there, so I think this is the only imagr i can provide :(
