Want to plant 24 or 36 inch Vitex(chaste) tree, live in Northridge, Ca 91326, I was told it is sensitive to cold, can you elaborate?

Vitex agnus-castus reportedly can survive in USDA zone 6 (-10F) albeit with some winter die-back. My area is z7b; we get as cold as around 0F and it grows well here. A quick lookup of your ZIP indicates z9b so cold is definitely not a factor. In warmer climates, heavy pruning in early spring is advised to remove excessive woody growth.
It does fine here in the Seattle area. I prune trees that have been around for 20 years
