About the size of a grain of rice, found it swimming in my hot tub here in SE Pennsylvania last week. Is it a larva or worm?

It's a larva of a fly, but I am uncertain as to a precise i.d. - it resembles one of a muscid fly in the genus Fannia (see https://diptera.info/forum/attachments/larve6-10-10.jpg for an example), but it may well be something else...
