You can use several pre planting poisons. Neem is used basically as a fungicide tho. When we use it in the south we wash it on off if using it as a bug spray. I know my dad pre poisons his raised beds every Spring before he plants, but I don't remember what he uses off the top of my head...
Not sure how much ground you need to treat, but Fall tilling helps in their control, and Food Grade diatomaceous earth can help when soil is still as well. If your beetles are bad, try combining tilling and spraying. And good luck up there in Me!
